The magazine was called "NewsChina", and the person who said those words was Chinese Premier Li Keqiang!

They sure do sound a lot like the premier of Red China, eh! And confused is the operative term, for sure.
This might a fun quote to throw at some of our right wing friends when they start talking about things that could easily be construed as "austerity".
